The dependence of the Local Development Framework Core Strategy on a ‘relief road’ makes the Council’s statements about the impacts of their proposals, their interpretation of the evidence base and the evidence base itself particularly important. As a result there are several questions related to transport.
The questions which have formed the basis of EIR requests are listed below. Please click on the link to see the full question and answer.
TRAFFIC CONGESTION CAUSED BY A SINGLE RIVER CROSSING — ORIGIN AND DESTINATION OF TRAFFIC ON THE GREYFRIARS BRIDGE (EIR 395)
from Carole Protherough
a) What does the Council mean when it states in the Hereford Preferred Option consultation (and in many other Council documents) that traffic congestion is ’caused’ by a single river crossing?
b) What Origin and Destination data does the Council have on the trips using the Greyfriars Bridge during the AM and PM peaks?
c) What proportion of these trips are Internal-to-Internal?
d) What does the Council estimate will be the impact on the Greyfriars Bridge of additional journeys from the proposed additional 1000 new homes at Lower Bullingham?

JOURNEY TIMES AND CHANGES IN JOURNEY TIMES FOR ALL MODES (EIR 414)
Questions from Paige Mitchell
What does the Council’s evidence base (i.e. the Hereford Relief Road-Study of Options’ Report) referred to in para 4.13 predict for
- Journey times
- Change in journey times
For the average trip
- By car
- By foot
- By bicycle
- By bus
With and without the proposed Western Relief Road for the AM and PM peaks, in 2026 compared to the 2008 baseline?
Please give duration and length of the average trip for each mode, please use the same scenario for each and please specify which scenario is being used.

‘A CONGESTION FREE CITY’ – HIGHWAY CAPACITY AND SUSTAINABLE TRANSPORT MEASURES (EIR 417)
With reference to the ‘Vision’ for the Hereford Preferred Option which states that ‘The provision of a relief road will be key to enabling a congestion free city by enabling an alternative trunk route, providing additional highway capacity to implement sustainable transport measures and reducing the level of through traffic in the city centre’ (para 2.5)
Questions from Richard Branczik
Q. How much additional highway capacity has the Council estimated is necessary to implement sustainable transport measures, and on what basis has the estimate been made?
Q. What is the effect on highway capacity of the measures tested by the Council’s consultants in their sustainable options packages?
Q. What studies has the Council carried out into the feasibility of delivering the sustainable packages without a relief road?
Q. What traffic models have the Council’s consultants used to investigate this feasibility?

CONTRIBUTION OF THROUGH TRAFFIC TO HEREFORD’S TRAFFIC CONGESTION (EIR 418)
With reference to ‘The Vision’ which states that ‘The provision of a relief road will be key to enabling a congestion free city by enabling an alternative trunk route, providing additional highway capacity to implement sustainable transport measures and reducing the level of through traffic in the city centre’ (para 2.5)
Questions from Carole Protherough
Q. What evidence does the Council have on the contribution of ‘through’ traffic to city centre congestion?
Q. How much of congestion in the city centre can be attributed to ‘through’ car and HGV trips (please specify time of day for figures)
Q. What Origin and Destination data does the Council have for traffic on the Hereford road network? Please give proportion of
- Internal-to-internal
- External-to-internal
- Internal-to-external and
- External –to-external
For both car and HGV traffic including the years the data was collected and provide a map of the network modelled showing the cordon used to define these categories.

FUTURE OF TRANSPORT CHOICE IN HEREFORD (EIR 420)
Questions from RS
Q. What is the Council’s vision for the percentage of trips that will be made by each of the main modes (on foot, bicycle, bus, car) during the AM and PM peaks in Hereford in 2026?
Q. What interim targets has the Council set for each mode?
Q. What does the evidence base for the Hereford Preferred Options indicate will be the relative share for each mode at these times (please specify which scenario is assumed?)
